In addressing your query regarding triggers based on the url, this is actually possible right now, though in online status. See this link as to how you can customize triggers base on certain pages:

It will be very helpful if we can start triggers while we are offline. For instance we want to offer a helpful instructional video on checkout for every on eon the checkout page for more than 20 sec but triggers wont start when we are offline.

Please add this feature. This won't take too much of time.

possibility to add automatic message even offline, and not only when there is a live agent

Add a Trigger Option even nobody is Online. The Trigger is a great chance to have another Call to Action for several Campaigns.

If it were possible to add triggers in offline state, meaning when all the agents are offline, and a visitor comes in, and we could trigger him on the basic rule that "agents are offline" right now that would be great.

Please make the trigger after x amount of time available even when offline as it will motivate a visitor to email us anyway. As a result will convert more clients.

Platforms with global customer base cannot always be online.

It would be good to trigger a conversation to leave an email based on events such as user spending X seconds on the register page.
